After King Parakrama was slain by the Cholas, the administration of the kingdom was taken over by a minister named Loka. In the Sinhala chronicles, he is mentioned under the name Lokesvara. However, the records provide no information regarding his ancestry or lineage. The Mahavamsa states that he was a native of Makulessa, that he held the position of Senavinat (Commander or Minister), and that he was skilled in governance and administration.

It is described that Lokesvara Senaviya suppressed the Cholas and governed the country from Kataragama. His reign is said to have lasted six years. Among the rulers who governed Rohana during the period following King Vikramabahu, Lokesvara Senaviya appears to have lived the longest. From this, it becomes evident that he ruled with a certain degree of popular support.

It also appears that Buddharaja Senaviya, who is connected with the story of Maha Vijayabahu, had opposed Lokesvara. When information regarding Prince Keerthi becomes known, it is revealed that many leaders who had once been loyal to Lokesvara and other rulers of Rohana without legitimate royal lineage abandoned them and united around Prince Keerthi.

For this reason, Lokesvara went to war against Prince Keerthi. Battles took place between the two sides at Bodhiwala (Bowala), Chunnasala (Hunuwala), and Remunaseḷa (Remunagala). In all these encounters, Lokesvara was defeated. Having lost all hope of continuing the war, Lokesvara died in the sixth year of his reign.
